Dubuque is initiating a food scarp recyclying program. The Food Scrap Recycling program is like a curbside recycling bin for kitchen scraps. Kitchen scraps (including meat and bones), paper towels, coffee grounds, and small amounts of plant and soil material will be collected at the curb or alley in specialized, 12-gallon, snap-locking wheeled containers, known as GreenCarts. These materials will be converted into compost for sale for landscaping, gardening, and highway beautification. Setouts are required weekly to reduce neighborhood sanitation concerns.
